Public option - is it a way to control healthcare costs or a way to a government run healthcare?

I absolutely do not think that the public option is a way for government to "run" healthcare. The public option opens the door middle class families who are struggling to make ends meet to have affordable health care. Right now, they have no health care. I do not understand who is complaining... the disabled or impoverished who get MA or the elderly who get Medicare.. don't they understand that these are government run programs? Also, if the government was involved perhaps we could generate some standardization to health care ie every 55 year old female goes in for a physical gets the same bloodwork, test, exam as a baseline. When I worked in the outpatient setting I grew tired of patient's demanding blood work when their "old doctor did it" when it was not necessary or evidence-based!!
